Resumo

The present study conducts a comparative analysis covering the years 2024 and 2025 of the impacts generated by the incubation processes of circular business models in the municipality of Beira, developed within the framework of the European Union–funded “Circular Innovation” project. The research adopted an exploratory–descriptive approach of a qualitative–quantitative nature, operationalized through interviews with managers of nine companies undergoing incubation, supported by two local incubators. The methodology focused on the analysis of capacity and performance indicators, with the aim of identifying opportunities, constraints, and progress related to the implementation of circular practices. The results indicate that the incorporation of circular economy principles by both the companies and the incubators analyzed remains at an incipient stage. This condition is strongly associated with the persistence of a local entrepreneurial ecosystem still anchored in linear economy paradigms, which significantly constrains the transition toward circular models. Furthermore, a substantial deficit in technical and managerial capacities was identified among both entrepreneurs and incubator managers, undermining the formulation and effective implementation of strategies for a transition toward sustainability.
